Documentation that has to exist before handover
As-installed drawings reflecting what was actually built, equipment schedules with model and serial numbers, valve and damper schedules, control strategy descriptions, and the TAB report with measured values against design. Missing any of these means the operator inherits a system nobody can maintain to intent.
Functional testing that has to be witnessed
Each item of plant proved in its intended sequence, interlocks and safeties demonstrated, fire and smoke control interfaces tested with the fire alarm system, and failure modes proved rather than described. Witnessing means the client representative watched it happen and signed.
Training that transfers real knowledge
A walkthrough of the plant with the people who will operate it, covering normal operation, seasonal changeover, alarm response and the maintenance intervals that matter. Recording the session gives future staff something to refer to.
Defect management
A single agreed snag list with owners and dates, distinguishing items that prevent occupancy from items that can be closed during the defects period. Ambiguity here is what turns handover into a dispute.
